Out-of-Topic: DSWD Incapable of Distributing Relief Goods Due to Lack of Volunteers

This is out-of-topic but I feel that I need to blog about the relief goods that are not being distributed by the DSWD, the official channel of relief goods distribution (from local and international sources) for calamity victims of the recent typhoons Ondoy and Pepeng. A blocked blog has published that DSWD Secretary Esperanza Cabral could not explain the slow distribution of relief goods filling up four DSWD warehouses.

I doubt if "Imbestigador" or "XXX" would look into these incompetence.  Kailangan pa ba clang turuan kung ano ang dapat gawin to facilitate a faster distribution of relief goods for calamity victims?  In the first place, is this true DSWD Secretary Esperanza Cabral?  I really feel that you owe all the people and organizations, who gave their selfless help in form of donations, an explanation.  And "Wala kasing volunteers." would not suffice.  President GMA should also look into this because she gave the directive that all donations should course through DSWD.  Is DSWD Secretary Esperanza Cabral incompetent or is there another explanation to this scandal?
